- Preheat oven 350f. Spray 9in square baking pan with cooking spray. In a large bowl, combine flour, sugar, salt, baking powder, and baking soda. Sprinkle diced butter on top, and cut with a pastry cutter, until mixture is crumbly, add oats, and mix evenly.
- Press 2/3 of the flour mixture into the pan, creating the base, spread the jam over the base, and crumble the remaining flour mixture on top. Bake for 35 minutes, cool completely and cut into bars.
